Dear Ms. Youngflesh,

I just had  a meeting with Stefanie Siebold and Suilema Cortez PCC WorkForce Development; in which; Ms. Siebold communicated to me I am legally bound by an agreement: One Semester of training paid for by WorkFource Oregon and it had been decided WorkSource Oregon traning dollars has paid for one full semester and part of another, I, Belinda Jackson, was no longer qualified for more training dollars.  I am a Dean List Honors Student and I have 9 more class to complete my Certification  in Web Design (23 hours on for Web Design Cert. 51hours).  Prohibiting my application for Summer Training Dollars is a singular decision made by Stefanie Siebold.

I requested from Stefanie an explanation and she insisted that it was an agreement I made; when I explained to her, this was an untrue statement she referred back to the application for funding and insisted; the term-by-term language insured I wouldn't be eligiable for more training dollars.  This point I explained to Ms. Siebold her interpretation was incorrect and during my seminar for training dollars it was communicated WorkSource if they had the dollars would help fund any 12 to 18 month program and funding was based on a certain criteria; at no time was I told my signing an agreement took me out of the pool for further training. 

Predominantly, I interact with Suilema Cortez for training application submission; and Summer 2011 I was advanced training dollars; and completed 10hours with a 3.5 gpa and Dean list honors, Fall2011 Winter2012, Financial Aid PCC implied I would recieve Funding so this disqualified me  for WorkFource Oregon Funding; Unfortunately PCC financial Aid made a mistake and I was forced to sit those Semester outs; Spring 2012 I was applied for funding and recieved 600 dollars for tuition, 160 dollars for transportation, and 200 dollars for books.   I contacted Suilema for Summer funding and she compiled my application and assured me it  would be submitted for Summer funding; at no time did Suilema say I was no longer qualified for funding. 
A Financial Hold led Suilema, to communicat; I could not particpate in WorkForce Funding because I had a  Financial Hold; I thought  this was odd so Suilema said she would check with Stefanie Siebold and this is when Stefanie requested a meeting with myself and Suilema, Friday June 1st, 2012 at 1130am; This is when Stefanie said I made an aggreement with PCC WorkForce Oregon for 2 semester and I had to stick to my aggreement and make no more request for funding because WorkForce Oregon, had decided not to fund me anymore. 

This is a violation of my rights, and I believe Stafanie Siebold is guilty of several criminal violation which would start with conspiracy to prohibit a US citizen access to Federal Funds and end with False Statements and fraud.  Suilema was in the meeting but made no statments and when asked about the Financial Hold Stefanie order me out of her Office and Forced me to LEAVE BY THE BACK DOOR!!!! She claimed not to be able to find a complaint Form which Suilema found quickly and gave to me. I asked Stafanie to Speak with a Direct Manager and she gave my your number and force me to leave.

I am demanding a full investigation of Civil Right and Criminal violation by Stefanie Siebold, PCC WorkForce Development

 so I am smiling because it is my natural state of mind.  I see the good in all things even rape and murder.  The fact, I smile is because I in the know...What does that mean quite simply--everything God said is true and I watch as men prove the word of God everyday...So if it true then I should be smiling.  I think about the bible a lot because it is rather alarming to me that for 18 years add rape add murder add civil rights violation and add Torture--I, Belinda Jackson, have survived this attack...Now if you are a Fool give me the credit but if you have any intelligence we as a people have been here before.  Just remember I filed a criminal complaint with the Department of Justice lodge Aganist the Portland Oregon FBI and I heard the FBI PDX Office answer to may complaint is its not us check witht the Secret Service--Who knows who it is but it is the Government--Now think bible who does my situation remind you of--Most Saints, Christians, and Jesus Christ was attacked by Government--Not criminals, Not Mental Patients, or rabid Dogs but Federal Agents...Why do they hate me so bad...check this out the picture ---> this guy are someone whom look like him constantly targets me on Public Transportation

they sit next to me and point some sort of electronic device directly at me and I am experience excruciating pain, skin feels like it burning, eyes water..its actually feels like someone is moving my eyeball around inside my eye....my head feels like a stroke on set...I just block the device or move all pain goes away...Why is the Government torturing me on public transportation..Everyday...and the cell phone he is holding (in the picture)is pointed directly at my face...I know because I have moved to avoid it the person whom is holding the Cell always adjust to make sure thier Cell is pointing directly at me...When I move all together the very next bus stop another person boards and repeats the behavior...Now initially I was alarmed...broad daylight and all but My Mother's Murder, My rape, Trimet corruption at State Supreme Court level has taught me--I am greenlit for whatever...I mean honestly Rogue Federal Agents have taken over Portland Comm. Coll and whatever else--These idiot Rogue Federal Agents do not respect my life less known my Civil Rights...I am Greenlit.  Happy Hunting is my reaction because remember I am a christian..God is well pleased with every so called decent citizen I expose.

Harms way; This is what I am in-- I realize this group of men and women are what can only be referred to as sociopath; No sane person attacks one woman for 18 years. I dont care what's at stake; I am not a Country I am, Belinda Jackson, that is all. 

Psychiatry is very much at  issue relating to what is happening to me and my family.  I  mean family, BECAUSE  they are bigger victims than I,  the reason for thier involvement and attack is--I am immovable. Federal Law Enforcement is much like a  Mafia style organization; if you dont succumb they go after your family. I remember my brother, Victor Jones, and my Mom, Margaret L. Jones (murdered) having a conversation about being attacked and completely befuddled as to why; then figuring out it had to do with me (Belinda Jackson)... my brother said he didnt know what happened all of a sudden he was on everyones shit list and no help was available--But the Government is not the Mafia as a matter of fact the Government is the only opposition to the Mafia, and guess what the Government has been flipped.  Yes, there is evidence starting with Spcial Agent Wade refusing evidence at the Portland, Oregon FBI and then realizing he was in violation and adding mail it back to Jared Garth--Why wouldnt Special Agent Wade just hand the documents to his coworker Division Counsel Garth???  Yes, Federal Law Enforcement has been flipped and they could care less who knows-- So we can pretty much take for granted my Mother was Murdered out of frustration and paranoia rather than concern for her testimony--Althought direct testimony Federal Agents use rape as a tool of harrasment and control is pretty damning. 

  What do you expect these men to do; because they are just men nothing more--Gang rape men but me the same.... And why am I so important? Federal Law Enforcement has covered up worst than me, Belinda Jackson--Why the fixation with Belinda Jackson--You get the point--What happen which led these specific Special Agents to spend 18 years attacking a woman whom only error was to believe the United States Constitution????? ( I filed and EEOC complaint against Drake Capital Securities LLC, Santa Monica CA. and Yeah I won) Let me tell you why"EGO" simple little world simple little reason.  These men whom are predominantly Caucasian will not stop until I am dead to satisfy thier EGO; just that simple. Well, unless you believe in God?  This is Federal Law Enforcement attacking me,  not Pookie and them from up the block mad cause I snitched to the Feds--This is the FEDS mad cause I cant be controlled or undone; I dont have a criminal record and its impossible to bind me to a terror group or crimiality because if this was the case; I'd been locked up long ago--Im innocent.  

I am a  believer of  God and Christ Jesus as the Son of God and my Lord and Savior--is this why?  My faith has led psychiatrist into some sort of fanatasy of undermining Faith... let look at this from another perspective--  I have smoking gun evidence which proved Trimet's Attorney violated Judges Jean Kerr Maurers Order-- I presented it and the Attorney Mr. Van Hagen did not argue against my position--Mr. Van Hagen did not open his mouth in opposition that he was in contempt--and Judge Maurer said... "I am not going to do it." check the record she said " I am not going to do it." This was my day in court?? Now we know this happen only at the highest levels of conspiracy--broad daylight in a court room....Yet no friend of the court rescued me--No Appeals court rescued me...This judgment is case law today-- This is what they have decided to do about me -- Lie, cheat, steal, and defecate on our United State Constitution.MY CIVIL RIGHTS WERE A GONER LONG AGO    ..EGO or FAITH--you choose...Here's another life experience for me.  I am attending a Web Design Cert. program at Portland Community College--two semester in a roll PCC Financial Aid filed fraudulent documents concerning my status to recieve Financial Aid because they  this occured; I was denied WorkSource Oregon Funding---I filed a complaint with the Mult. District Attorney and I was told they decline to take the case because "There is not law called Fraud on the books" and " Prior knowledge does not show intent." EGO or FAITH you choose. 

The problem here is EGO for these men and my FAITH is what helps me through-- did I actually believe Mult. County District Attorney  was going to seriously do thier Job--No, but Faith said you have to file the criminal complaint--how else will obstruction of justice and criminal conspiracy be proven?  But every single time I trump these idiots homicide looks like a better option to them--I am in harms way based on fact; when I am challenged I defeat them and these Federal Agents are not stable so what is the reaction of an unstable person....

Heinous things are being done to me.

Dear Madam/Sir:

I enrolled  at PCC/Sylvania  June 2011 funded by  WorkSource Oregon Training Voucher; the terms of  my funding required I file Financial Aid application FALL 2011(inclusive of Summer Session). This demand was to insure;  I am receiving all  funding available to me based on my status (dislocated Worker) as well as; Insuring WorkSource Oregon Federal funds are not being applied when other Funds are available specifically from my designation i.e. Dislocated worker. 

Financial Aid Forms were filed May of 2011 and my application was processed but a Hold was placed on my award because it was determined I had a National Direct Student loan in default.  I was immediately awarded $1600 dollar from WorkSource Oregon/PCC to pay for Summer Session at Portland Community College Web Design 1 year Certificate.

TUI/Emergency Employment  weekly $204 $900*

(The Employment Benefits would have been paid under Regular circumstance) but as a Student TUI allows me to attend training without having to search for a job as other Unemployment recipients. 

I applied for Fall Term 2011 and once again following requirements of  WorkSouce Oregon I filed my Financial Aid Application and this time It was determined I was eligible See Page 3—Status was Not in Default but satisfied; The status of “Satisfied” made me no longer eligible for WorkSource Oregon Funds(No Funds ). The  information I received from Suilema Cortez Career Specialist and Stefanie Siebold Manager was it would be double dipping if I received both WorkSource Funding and Financial Aid.

I contacted PCC/Financial Aid Fall 2011 and I was told all was satisfied just wait for my Award Letter; The Award Letter never arrived. Sara Loepker, Fin. Coord. Said a clerk made a mistake when she satisfied all may requirement; but she was correct in telling me I would receive an Award Letter if indeed all my requirement where satisfied; Clarissa Anderson Loan Director at PCC Sylvania requested the Register to drop all my classes and I did not incur the $1500.00 charge because Financial Aid and Ms. Loepker did not notify me I was not eligible for Financial Aid funds until after the Drop date. 

The very next semester Winter 2012 PCC Financial Aid erroneously placed the satisfied status back on my account and I was once again assured I would receive Financial Aid; I contacted  the Department of Education and filed a disputes because the information on the Promisory notes was not mine based on dates of attendance and Portland State University and University of Oregon but said I did not owe them any money for a Student loan.  Plus the signature was not mine on the Promisory Note.  This information was given to WorkSource Oregon automatically disqualifying me from recieveing their funding--

I am currently attending PCC/Sylvania Spring 2012; I was eligible for the funds because I am  not  receiving any Financial Aid and PCC designated the information correctly on my Financial Aid Account so when WorkSource Oregon Funding Committee made the decision they  could easily see I was a dislocated Worker with no other funding which made me eligible for all they could fund. (see below)

I am requesting criminal charges filed against Bert Logan and Sara Loepker because the professional expertise clearly proves the intentional conspired to defraud me by presenting information on my account which was clearly fraudulent.  Portland Community College has conspired and defrauded me out of over $4000 dollars; I am presently attending PCC/Sylvania and WorkSource Oregon Voucher paid.  I attempted to work this out with Mr. Logan and Mr. Chung, Wing-Kit D VP/Admin Srvcs and  it was communicated to me “I do not care what you do.””We are doing nothing to correct this.” Which proves to me, their behavior was intentional and malicious.

I am contacting your office concerning complaints I filed with The United States Department of Justice/Office Of Inspector General; I have evidence which proves my complaints concerning: A pattern of criminal action by Law Enforcement Officials and Murder Conspiracy to suppress a witness with direct testimony of criminal action as well as civil rights violation by FBI Employees and Portland Police Department (Portland, Oregon)  The evidence I have documents impersonation of Federal Officials and Agencies, Fraud, Conspiracy, Corruption, Rape as a tool of intimidation and emotional abuse, Murder, and Civil Rights Violations.  The criminal actions have been committed by Federal Law Enforcement for the single purpose of concealing criminality by United States Department of Justice  Employees.

The evidence consist of a several letters I have received in response to my initial complaints; Documented at http://mikejones3000.tripod.com.  I am giving my permission in concert with an investigation by the United States Department of Justice Office Attorney General Office Civil Rights section to access this website and download letters and all other evidence needed from: Chief John Conditt 2002, Chief Spec Agent in Charge Thomas R. Munroe 2008, Special Agent George L Dorsett 2003,Special Agent in Charge Erik A. Johnson, USDOJ/OIG Special Operations 2 Washington DC. (All these employees are in Washington DC). 

This Criminal Action begin with my first complaint in August 2000 lodge against  FBI Portland Oregon Office and specifically a communication I had with Special Agent Marc Grotty whom demanded I deliver my complaint to US Asst. Attorney Charles W. Stuckey and Okainer Christian Dark  in October1997; My contact with  Portland FBI is on the basis of after being forced by conspiracy and corruption out of Los Angeles, CA; I began receiving  California District Court documents  in Oregon on a Forward from the US Post Office—This is not possible Court Documents are not on Forward.  The corruption, concealment, destruction of evidence and physical and emotional attack against me has continued.  This is based on a threat I received from my former EmpIoyer Drake Capital Securities Inc. (defunct)1993-1995; My then Supervisor Sandra K. Ison, Operations Manager, threaten me with her Husband position with the United States Secret Service—“My Husband (William Ison, Retired Secret Service) and his friends are going to drive you crazy and ruin your life.” This stems from my Equal Employment Opportunity Complaint I filed and Won in April 1995 final decision August 1997.

 The threat is being pursued against me to this day; plus the fact Federal Agents have incriminated themselves and this is why I believe USDOJ/OIG employees have been compromised to conceal conspire and obstruct justice. The Dept. of Justice has been undone.    I am denied access to the Bureau of Labor and Industry Office, The Mark O. Hatfield Federal Court House, and the Oregon Employment Department without being criminally trespass or any incident occurring which warranted prosecution at all; I received a Citation from Homeland Security( Disorderly Conduct) and No one at the FBI filed the complaint—Federal Defender had the complaint thrown out. I was never allowed to redress the charges are appeals them.  I don’t even know the charges.  This tactic of compromising employees of these  Agency is a tool of attack and intimidation Federal Agents use when I file a complaint against the FBI or lodge an appeal based on my legal rights.  Rogue Federal Agent contact these Agency and conspire by lying about what is truly occurring; Once they get these Agencies cooperation intimidation  or bully these agencies into violating my Civil Rights; are they promise some incentive which is equal to a bribe.  I am under constant physical and emotional attack based on some redundant idea or tactic which these Federal Employee believe will extricate them from their criminal actions.  I honestly believe Federal Agents are involved in trying to murder me or atleast unhinge me; This is absolutely a violation of my civil rights.  I have attempted to gain redress by filing the correct compliant with the Agency which is legislated to assist me but this has been undermined by Corrupt Federal Agents using the  full resources of the Dept. of Justice to commit criminal action concealing crimes.  Federal Agents have murdered and they will do it again…This is not Pookie and ‘em—These are Federal Agents using the full resource of the United States Department of Justice to commit crime.
