Officers Involved: Officer Sean Cristian, #30281 Commanding Officer on Scene UNKNOWN but present.
Witnesses: Trimet Video of Events, which took place on A triment bus 17 eastbound I believe the bus number was 2003.
Description of Incident: Officer Sean Cristian is inviolaton of Conduct which bring reproach and discredit upon the Bureau or the City. Further, he was dishonest when communicating how events had transpired before his Commanding supervisor arrived, as well as failing to introduce his Commanding Supervisor to me or allowing me to speak with him. During his communication he used racist and sterotypical mannerism to describe my actions about what had transpired and at one point he SNAPPED his fingers, ROLLED his eyes and head and stated that is the manner in which I had conducted my communication to him. This is completely untrue. I, Belinda Jackson, never SNAPPED my fingers or rolled any part of my body in a effort to communicate to Office Sean Cristian #30281. Further, He never secured the scene when he forced me off the Trimet bus and during his activities of writing a ticket (Atleast that is what he said he was doing.) several people wandered over invading my personal space and making me feel threatened and fearful; when I asked the caucasian male to please move way, Officer Sean Cristain screamed "He can stand where ever he wants." When I moved away from the stranger, Officer Cristian stated "You on the other hand cannot, go stand in front of my car, while his emergency lights were flashing in my eyes." When I stated the 17 Holgate bus driver had made a false police report and the other passenger are witness to the incident which has occurred, Officer Sean Cristian refused to get their names or question them, stating "It his (Driver) word against yours." This is entrapment, When I asked the Officer to secure the video tapes on board Trimet he stated in the presence of his Commanding officer "Dont talk to me, Belinda." I could not understand why the Officer had treated me so irrtionally, then I started feel very threatened and intimidated when his Commanding Officer started to laugh when Officer Cristian, Stated do not speak to me. I was left with not one to communicate with; When Officer Cristian left the scene without issuing a ticket I wa surprised. Then TPD represent Goss walked over and stated she would write the ticket for excessive noise, (which is untrue and witnesse on the bus could have collaborated this fact.) also Officer Cristian threatened me with ARREST on three occassion concerning the Trimet Bus Driver who made false Statements to Law Enforcement; He said(Officer Cristian) that I, Belinda Jackson, would be arrest if I was ever caught riding this Bus Driver bus; this is untrue and against Trimet policy and procedure; Once you file a request for hearing and it is not a violent offence against the driver you are allowed to ride all Trimet bus lines. Officer Sean Cristian is a bully, he refused to allow me to make a police report, his demeanor and behavior was threatening and confrontational, when I did not allow him to rattle me he became abusive by making stand infront of his cruiser with emergence light on for and extend time; when he drove off he almost hit me if Officer Goss has not moved me out of his way. Officer Cristian has violated Conduct: An allegation that It involves behavior by a member that is unprofessional, unjustified, beyond the scope of their authority, or unsatisfactory work performance. This would include violation of the Bureauâs Standard of Conduct, Conform to Laws, Unsatisfactory Performance, Truthfulness. Disparate Treatment: Actions or statements that indicate inappropriate treatment of an individual that is different from the treatment of another because of race, sex, age, economic status, . Allegations of this nature between members will be processed per DIR 344.00. Allegations involving member conduct or actions toward individuals outside the Bureau will be investigated as misconduct complaints by IAD. Courtesy: Relating to attitude and rude or discourteous conduct other than disparate treatment. Procedure: Procedural requirement was not met. This normally would include DIRs such as the identification, report writing, notebook entries and property/evidence handling.
