I am contacting you for the purpose of recieveing help based on Corruption being perpetrated by Federal Law Enforcement. These Agent stemming from Portland Oregon are employed at the FBI, local Portland, Secret Service, Dept. of Treasury, and US Attorney Office, Kent Robertson. They have used every resources in thier positions to violate my Civil Rights and Constitutional Rights. Concerning Case 0809122996 I have been denied Due Process and a host of other infraction concerning the process of my Civil Trial which occurred on June 25, 2009; as of July 1, 2009, Judge Litzenberger has not render a decision. I believe she is being halted by Corruption. Tri-met has been a great conspirator for the above Federal Agency as a matter of fact Tri-met is presently in dire strait because the employees have given into these Corrupt Federal Agents effort to cause me irreparable harm...They drugged and sexaully abused me, Belinda Jackson, and I am taunted with this everyday as these Federal Employees continue with this Psychological attack. I am contacting the OUTREACH because all other efforts are being Obstructed and stopped altogether.....This may not be your Jurisdiction but I, Belinda Jackson, of Portland Oregon have tried all Agency and my efforts are being illegally obstructed.

Dear Mr. Schrunk,

During a conversation with Chief DA Rod Underhill, on

June 19, 2009, he is refusing to prosecute a Misdemeanor Criminal infraction by Civil Servants within the Multnomah County Circuit Court Systems. This is not acceptable and since their actions have harmed me irreparable I insist on prosecution. I have provided Mr. Underhill with evidence and information also sending evidence to the DA May 2009. It has been communicated to me Mr. Jeffrey Hause has these documents. Briefly, Administrator Doug Bray and Clerks Nandy and Brandon, intentionally participated in misconduct by a series of errors they contend occurred because they are so unfamiliar with the ORS 34.10 Writ of Review, Civil Action based 5 key mistakes, never notifying me of these errors, They failed to process case 080912996 leaving in Open Status from Sept. 2008 to November 2008 when I contacted the Court, failed to inform me of EX Parte procedure or the need there of, failed to send a Notice of Appearance to the Plaintiff once the Defendant had been Served. Then, Civil Clerk Brandon contacts the Defendant on June 3, 2009 to inform Ms. Joanna Panza, Legal Assistant Tri-met were not in compliance with Judge Kerr Maurers’ Order to dated February 17, 2009 of the Return by June 5, 2009.

Brandon and Ms. Panza had a conversation which he insured her if she designated her correspondence to him and hand delivered it on June 3, 2009, he would fast track it….This is a direct statement from Brandon ; Ms. Panza stated Brandon called her and provided instructions and information and said he would process it quickly. This is a Misdemeanor as Public Employees Mr.Bray, Nandy and Brandon have used their resources, professional position and influence to impact my rights and complaint severely. I demand my complaint is prosecuted because their actions are a breach of public trust and corrupt in their very being. I believe they have conspired to deny me due process because based on the Law Tri-met would have lost in Court; I have been denied due process by Public Employees whom have subverted their very purpose and professional protocol a Misdemeanor Title 22 241.990 min $25.00 to $1000.00 penalty and 1 year in Jail.

Rule 17 (A) Signing by party or attorney; certificate. Every pleading, motion and other document of a party represented by an attorney shall be signed by at least one attorney of record who is an active member of the Oregon State Bar. A party who is not represented by an attorney shall sign the pleading, motion or other document and state the address of the party. Pleadings need not be verified or accompanied by affidavit or declaration. (B) Pleadings, motions and other papers not signed. If a pleading, motion or other paper is not signed, it shall be stricken unless it is signed promptly after the omission is called to the attention of the pleader or movant. I advised Tri-met Brian Playfair, General Council and Joanna Panza, Legal Assistant of this error and I have been dismissed as incorrect in my request for compliance. I request the Return is Stricken from the record and Judge Kerr Maurer Order the reversal of September 4, 2009 decision of exclusion awarding monetary damages in the amount of $91,000.00 for compensatory damages derived from emotional, physical, targeting, harassment and income lost due to stress and uncertainty stemming from this 200 plus day Ordeal. The monetary damage I request will serve to offset the negative effects and results of Tri-met’s negligence and poor policy and procedure utilized by their Exclusionary Citation process. The entire fiasco has been one huge debacle. Ms. Panza informed me on June 5, 2009, Brandon, Civil Clerk contacted her by telephone to advise her about the deadline for the return to be filed with the Court. Brandon denies this conversation and did not want to comment passed his denial of Ms. Panza version of what had occurred. Employees with City Hearing and Tri-met have no idea about the process which is why I was given erroneous information about how to proceed from day one. The price of a Tri-met bus ride is $2.00 but, when a patron is falsely accused or when theirs misconduct in handling certain condition or decision this $2.00 ride can balloon to Court Cost, Attorney fees or Consultation and income lost. I believe Council for Tri-met has intentionally perpetrated these actions based on the reasonable assumption a license Attorney in the State of Oregon would be aware of Civil Procedure and a Multimillion dollar Agency whom employs General Council would set policy that does not confuse all parties. This failure to comply with Civil Procedure and the information that Mr. Erik Van Hagen is on vacation is further proof Council is placing an unfair burden of Plaintiff and using fraudulent tactic to prolong or dissuade civil proceedings.

I Belinda Jackson, am quite sure Obstruction of Justice and Civil Right Violations are being perpetrated by United States Department of Justice employees. As of June 3rd, 2009, I have filed a criminal complaint and it was communicated to me by the Office of Inspector General my Complaint was forwarded to the OIG field Office for investigations; it was also communicated to me the FBI had been informed and an investigation was under-way...This information was given to me in 2002, 2004, 2003, 2004, 2005, 2006 and as of 2009 that is June of 2009, nothing has been done and Rogue Federal Agents have attack me and my family using pure evil as the tool...I am being tortured everyday and sexualy abuse is always on the table. Every attempt I make to request assistance is being blocked by Federal Agents using the resource of the FBI and and the United States Department of Justice...I have informed Law Enforcement Officials about the Sexual abuse and drugging and I was arrested and place on a mental hold. During the time of the mental hold I was denied and Attorney and constantly asked to deny the rape charges; when Multnomah County Court official reveiwed the hold it was thrown out and I was released; everytime these Federal Agents are countered I am arrested and attacked; I am being physically attack using chemical toxin released into the air and placed in my food. I am alone because my family is dysfunctional and have been intimidated into cooperation...My Mother has allowed things done to me while I was incapacitated she doesn't want anyone to know what she has consented to based on addiction and fear. These unfortunate Loons are absolutely lost in dillusion believing they are above the law and are acting in the best interest of the FBI; these people are criminals and pedophiles I have proof and the Government is mortified they allowed these idiots to bamboozle them into a blank check under the gueise of protection but honestly they are just feeding thier own depravity. I have watched as children wearing wire are being told to touch themselve, open thier legs and show thier private areas...Of course when I object they pretend it is all innocent mistakes....but theire are not that many innocent mistakes this is orchrestrated depravity lost in the fantasy you can turn someone into a pedophile....I have witnessed third parties enter the room when I being raped and kicking people off of me; And I was to drugged to do anything, I have been drugged and sedated so much my blood has to be a deep shade of some unknown color...Now I being cheated openly and Multnomah County Court...Why I have endured 15 years of inhumane treatment simply because they cannot break me and I will not allow rage to evelope me into a disaterous episode of violence...these so called psychiatrist are so sure I will react with vengeance for vengeance...but Mr. Obama has shown me perseverance, frustration and truth changes things...My Faith will see me thourgh....But Judge Maurer and the Multnomah County Court system will be prosecuted to the full extent of the law based on the handling my my Writ of Reveiw, which I believe is being intentionally mis-handled based on FBI influences...The public Transit system is a tool of torment and torture Rogue Agents will not release...I am being attacked and I have proof it is my Governemnt.

The severity is to this degree "Corrupt Feds watch me have a bowel movement as if this behavior is diabolic as oppose to insane. This foolish group of men and women whom association themselves with Federal Law Enforcment (The are former and present employees) are lost in the ideal of total control. My District Court Case is illegaly manipulatd and this a 5 time accident. They're calling an error? This is corruption and Federal Law Enforcement is perpetrating this irreparable harm. A deadly pretense they're running some remove Saddam Huessien Assignment for the Govermnment but what is really going on is criminal action using Federal Law Enforcement Resources; I cannot go to the Doctor, nor can I retain and Attorney because you have unleashed a bunch of mentally ill fools on my existence. I am Belinda Jackson of Portland Oregon; I am not a controlled study for your loser rogue employees to attack at will to see what happens...please, I am begging you to come get these fools whom have no boudaries or understanding. There will be no bloodshed you just have to do your job.
